of these facts because in this despatch I
have felt it necessary to point out the in-
adequacy of the claims of various cadets to
appointments for which they have been candi-
dates.
I am bound to add, however, that
from this point of view the position of the se
cadets does not seem to have been as unfor-

tunate as they contend. Acting appointments
of course cannot be counted upon; but if
the directions conveyed in paragraphs 4 and
5 of Mr Chamberlain's despatch No.276 of
the 29th August last are carefully observ-
ed, it is not likely that cadets will suf-
fer in this respect in future.
